Will Philippe Close step aside from the Brussels casino procedure?

Ecolo group leader Benoit Hellings accused Close of a potential conflict of interest because the mayor sits on the board of RSC Anderlecht and Napoleon is a prominent sponsor of the football club. BX1 and The Bulletin reported that Close chaired the July city executive meeting at which E.C.K. was selected. Hellings argued that the links should have prompted the mayor to declare an interest and withdraw under the City’s ethics rules.

Close has not been found by a court to have acted corruptly or to have improperly influenced the result. The Council of State’s suspension concerned defects identified in the evaluation and procurement process; it was not a judicial finding that the mayor had favoured a sponsor. That distinction matters in a politically charged case. Close’s proposal to abstain in future is therefore best understood as a governance safeguard while the procedure continues, not an admission that the allegation is established.

At the 7 September council meeting, BRUZZ reported that opposition parties also warned that uncertainty could place substantial municipal income at risk. The city’s January tender documents estimated the concession’s total value at €750 million excluding VAT over 15 years and envisaged a new operating period beginning on 1 January 2027. That figure is the estimated value of the concession, not a guaranteed payment directly entering the municipal budget.

For someone planning an evening in central Bruxelles, the institutional dispute is largely behind the scenes for now. Viage’s published programme continues, and neither the Council of State nor the City has announced an immediate interruption of the venue’s gaming, restaurant or entertainment activities. Customers should nevertheless check the operator’s website before travelling if the dispute approaches a changeover date.

Belgian gambling rules apply regardless of which company ultimately runs the premises. The federal Gambling Commission, known in French as the Commission des jeux de hasard and in Dutch as the Kansspelcommissie, maintains the official licence registers. Casino access is checked through EPIS, the Excluded Persons Information System, which records people legally or voluntarily barred from gambling. Visitors should carry valid identification and consult the Commission’s current rules rather than assuming that practices in another country apply in Belgium.

The linguistic split is more administrative than practical. The City of Brussels — Ville de Bruxelles in French and Stad Brussel in Dutch — publishes council information in both official municipal languages at bruxelles.be and brussel.be. The Council of State is similarly referred to as the Conseil d’État or Raad van State. International residents searching for documents will often find different results under the French and Dutch names; the concession itself concerns Brussels-City, one of the region’s 19 communes/gemeenten, rather than the Brussels-Capital Region as a whole.

The case reveals how a familiar entertainment address can also be a major public contract. According to the City’s official January 2026 documents, the concession was designed to last 15 years and had to be advertised through Belgian and European procurement channels because its estimated value exceeded the applicable European threshold. The operator is therefore being chosen not simply as a tenant but through a regulated competition whose scoring, supporting evidence and equal treatment of bidders must withstand judicial scrutiny.

There are two legitimate public interests to reconcile. Viage says its bid should be reconsidered correctly and has argued against a complete restart that could prolong uncertainty. City officials, meanwhile, must preserve genuine competition and produce a decision capable of surviving further challenges. E.C.K. also retains an interest in defending the bid that initially ranked first. Employees, suppliers, performers and nearby hospitality businesses need continuity, but continuity alone cannot cure a legally defective award.

Close stepping aside could reduce doubts about the next political decision, yet it cannot substitute for a technically sound reassessment by the competent city services and the Collège des bourgmestre et échevins/College van burgemeester en schepenen. The next signals to watch are the City’s formal reading of judgment No. 267.514, whether it chooses reassessment or a new call for bids, and what lawful bridge it proposes if no definitive operator can take over on the intended date. Until those decisions are published, both the long-term operator and the timetable remain open questions.
