Belgian climate and health authorities are moving towards a more coordinated response to extreme heat as a French assessment, reported on 13 August, identified seven potential “climate refuges” where future summers may remain comparatively bearable. The comparison has immediate resonance in Belgique after repeated heatwaves in 2026: Belgium’s federal and regional authorities are now expanding access to cool public spaces, while researchers caution that no part of the country can be treated as permanently safe.

For residents, expatriates and EU staff based in Belgium, the practical question is therefore less where to escape than whether homes, workplaces, schools and neighbourhoods can remain usable during prolonged heat. France’s cooler Atlantic, northern and higher-altitude areas illustrate how geography can moderate extremes, but “refuge” is a relative term. Such places may still face drought, wildfire, flooding, pressure on water supplies or rising housing demand.

Belgium has some natural advantages of its own. The coast, the Hautes Fagnes and wooded uplands can be cooler than the centre during particular weather patterns. Shaded river corridors and valleys may also create local pockets of relief. Yet Wallonia’s environmental administration notes that temperatures above 38°C have occurred both north of the Sambre-and-Meuse axis and inside Ardennes valleys. Valleys can retain cool air under some conditions, but their topography can also restrict ventilation, and the July 2021 floods demonstrated their exposure to a different climate hazard.

Detailed modelling for Liège by ISSeP and UCLouvain offers a more useful scale of analysis than a national refuge map. It found that dense woodland around Sart-Tilman, Chartreuse and Cointe, along with tree-lined stretches of the Meuse, provided relative refuges during the extreme day modelled. Nevertheless, every part of the city experienced thermal stress at some point. Brussels Environment similarly maps heat at neighbourhood level, taking account of vegetation, sealed surfaces, water, wind and building form rather than assuming that an entire municipality shares one climate.

This distinction separates two perspectives. The French refuge framing helps households and planners compare territories over several decades. Belgian institutions are increasingly framing heat as a public-health and social-protection problem that must be managed where people already live. After the exceptional late-June heatwave, Belgium’s Interministerial Conference on Public Health said the existing heat-and-ozone plan had been activated correctly, but called for public and private cool spaces to be opened to vulnerable groups, with free drinking water where possible.

The Centre for Climate Risk Assessment, led by Luc Bas, adds a structural warning. Its July review of 389 local planning documents identified heat, drought and flooding as Belgium’s dominant municipal hazards and said local authorities lack adequate long-term resources and coordination. That approach challenges the reassuring idea of a fixed refuge: a wooded valley may reduce heat exposure while remaining vulnerable to flash floods, water stress or inaccessible services.

Wallonia has since issued municipalities with practical guidance developed with AVIQ, including the identification of cool places, contact procedures for vulnerable residents and heat safeguards for events. At federal level, Interior Minister Bernard Quintin announced that the FPS Public Health and National Crisis Centre would prepare an interfederal heat-and-health plan for summer 2027. Climate Minister Jean-Luc Crucke has also advocated broader interfederal adaptation planning.

The broader European picture points in the same direction. The European Environment Agency says Europe is the fastest-warming continent and remains insufficiently prepared for rapidly increasing climate risks. Its recommended response combines heat-health plans, green and blue urban infrastructure, resilient buildings and protection for vulnerable populations.

Belgium’s next test will be whether the promised 2027 plan turns scattered maps, local cool rooms and emergency protocols into a dependable national system. Until then, the country’s forests, riverbanks and higher ground can provide valuable relief, but none should be marketed as a guaranteed sanctuary from the climate of 2050.
