Leopold II was the second king of the Belgians from 1865 to 1909, and the founder and sole owner of the Congo Free State from 1885 to 1908.

Son ampleur en a fait l’un des plus grands palais de justice de son époque, mais il porte aussi une mémoire locale lourde : une partie des Marolles a été rasée pour sa construction, et des projets d’extension ultérieurs se sont heurtés à une forte résistance du quartier, notamment lors de la mobilisation des Marolles en 1969. Le bâtiment a subi d’importants dommages de guerre en 1944, a été partiellement restauré après la guerre et fait l’objet d’une forte pression de rénovation depuis des décennies. Les échafaudages installés à partir des années 1980 sont restés si longtemps qu’ils sont devenus partie intégrante du folklore visuel bruxellois.
