Syntra Midden-Vlaanderen reported on 2 September that its first enrolment figures for the 2026-27 training year show a sharp rise in adults choosing technical courses linked to the climate and energy transition. Registrations for electrical and refrigeration programmes at the vocational-training organisation have doubled compared with August 2025, while courses in heating, ventilation and air conditioning, or HVAC, are attracting up to 50% more learners, according to figures provided to VRT NWS.
The increase matters directly in Vlaanderen because the region needs technicians who can install and maintain heat pumps, cooling equipment, electrical systems and charging infrastructure. These are not simply climate-conscious study choices: they lead towards occupations for which employers already struggle to recruit. VDAB's 2026 shortage-occupation list includes electrical installers and installation technicians, while the Flemish government describes heat-pump installation as a shortage profession offering strong employment prospects.
Syntra Midden-Vlaanderen operates in cities including Gent, Aalst and Sint-Niklaas and specialises in practical training for adults, employees and prospective entrepreneurs. Director Thierry Semey linked the early demand to tighter climate objectives, changing regulations and the greening of mobility. Interest is also rising in e-mobility, charging points, logistics and drones. Syntra nevertheless cautions that registrations remain open, so the figures describe the first enrolment wave rather than a final annual total.
The timing is significant. In July, the Flemish government approved Energy and Climate Minister Melissa Depraetere's Heat Pump Action Plan 2030, containing 25 proposed actions intended to accelerate deployment between 2026 and 2030. The government says more than 92% of energy used for heating and cooling in Vlaanderen still comes from fossil fuels. Since 2025, new Flemish buildings have also had to use fossil-free heating, increasing the relevance of heat-pump expertise.
Market data support the sense that technology is moving from policy ambition towards everyday work. Belgian climate-technology federation Climafed reported that 24,823 central-heating heat pumps were sold during the first seven months of 2026, 30.28% more than in the same period of 2025, while sales of fossil-fuel heating appliances fell by 14.81%. Climafed's Herwig Coppens said that as the technology changes quickly, installers' knowledge and training must evolve with it. The federation also urges caution: part of the current sales movement could reflect companies clearing older equipment before tighter rules on fluorinated gases take effect.

Completion rates, certification, job placement and the geographical availability of qualified workers will determine whether the extra interest becomes real installation capacity. A Techlink summary of an evaluation commissioned around the RESCert system identified training costs of roughly €800 to €1,500 as a barrier for small firms and said course content and examinations needed closer alignment with practical competencies. RESCert certification matters because customers seeking certain Flemish renovation support must use a certified installer.
The European Commission sees the same challenge on a much larger scale. It estimates that Europe needs 750,000 additional heat-pump installers and must retrain at least half of its existing installers to meet 2030 ambitions. EU renewable-energy rules require certification or equivalent qualification schemes to combine theory and practical assessment, while the Net-Zero Industry Act provides for European academies to develop skills for technologies including heat pumps. For EU staff and businesses in Belgium, the Flemish enrolment figures are therefore a small but tangible test of whether European industrial policy can produce workers as well as targets.
Flemish Education and Work Minister Zuhal Demir has separately updated vocational profiles in mechanics and electricity to align adult education more closely with recognised occupational qualifications. No new funding or policy response was announced specifically with Syntra's September figures, however, and neither Syntra nor VRT published absolute enrolment totals. The next meaningful evidence will be the final registration count, the share of learners completing their courses and how many proceed into certified employment or self-employment. The early signal is encouraging; whether it becomes durable workforce capacity remains the question.
