Brussels Economy Minister Laurent Hublet has defended his decision to close several regional business-grant schemes early, telling La DH on 5 September 2026 that he preferred to warn applicants in August rather than disappoint them in December. For entrepreneurs, the immediate takeaway is straightforward: new applications for consultancy, external training, recruitment and coworking support have not been accepted since 12 August, while applications submitted by 11 August remain eligible for normal processing. The measure is legally a temporary closing date for the 2026 budget year, not the permanent abolition of every Brussels business subsidy. The ministerial order published in the Belgian Official Gazette set 11 August as the final application date for consultancy and economic-transition services, external training, recruitment, coworking, and external advice connected with transferring or taking over a business. The regional administration says valid earlier applications and grants already awarded will continue to be handled under the applicable rules.
Hublet disputes descriptions of the move as a general budget cut. In his account, the annual business-aid envelope was maintained at roughly €30 million but demand exhausted the available resources unusually quickly. The official order provides the more exact picture: on 13 July, the initial budget included €30.478 million in commitment appropriations and €30.935 million in payment appropriations. Once outstanding commitments were included, only €1.864 million in payment credits remained, while the investment-aid component already showed a projected negative balance of €4.755 million.
That distinction matters, but it does not remove the practical loss for a small company that expected help with a training course, first hire, consultant or coworking subscription later in the year. The order recorded 2,881 applications already filed, including 225 still being processed, and projected another 2,216 applications by year-end if the system stayed open. According to Bruxelles Économie et Emploi, the Region therefore redirected resources from operating grants to investment projects it regarded as more directly connected to business activity and employment.
What remains available?
The official regional notice says investment grants remain open, alongside the digitalisation grant, skills-validation support, industrial-retraining support, the start-up grant, the employment-cooperative grant and compensation for shops affected by public works. Availability does not mean automatic eligibility: the applicant, establishment unit, activity and expenditure must satisfy the conditions of the individual scheme.
Investment applications require particular care. Bruxelles Économie et Emploi warns in its grant FAQ that, for material, works or property investments, an application for prior authorisation generally has to be made before the business enters a legal commitment. Signing a quotation, beginning work or receiving an earlier invoice can therefore undermine a claim. Entrepreneurs should verify the applicable rule before paying a supplier, rather than treating a later reimbursement as assured.
A Brussels address alone is not always enough. These are Région de Bruxelles-Capitale schemes administered regionally, not benefits issued by the City of Brussels or by one of the other 18 communes/gemeenten. A business in Saint-Gilles/Sint-Gillis, Schaerbeek/Schaarbeek or Woluwe-Saint-Lambert/Sint-Lambrechts-Woluwe should consequently consult the regional portal first, although its commune or a local economy desk may offer separate assistance.
The regional sites and MonBEE are available through French- and Dutch-language interfaces, and the administration also publishes core guidance in English. English-speaking founders should nevertheless expect formal decisions or supporting documents to use one of the Brussels Region’s official administrative languages, French or Dutch. If terminology is unclear, hub.brussels and the guichets d’économie locale/lokale economieloketten provide free guidance; applicants should ask for written confirmation when a deadline or eligibility condition affects a purchase or contract.
Why the decision remains contested
Hublet’s position is that closing the schemes protected legal certainty: continuing to receive files without sufficient money would have created expectations the Region could not reliably meet. The order says keeping the ordinary consultation timetable would probably have produced more than 400 additional applications whose financing could not be guaranteed. His September defence—summed up by his preference to warn in August rather than betray applicants in December—places budget honesty at the centre of the argument.
Business organisation UNIZO Brussels accepts that the underlying budget problem may require action but objects to the method. Its Brussels representative Julie Huntz told BX1 that announcing the change on 31 July left entrepreneurs only twelve summer days to respond and said social partners had not been involved. For a microbusiness without an accountant or dedicated subsidy adviser, a formally published deadline during the holiday period can be much harder to act on than it is for a larger employer.
The episode also exposes a recurring weakness in grant-dependent planning. Subsidies can help a newcomer absorb the cost of local advice, staff training or a first workspace, yet an annual appropriation is not an entitlement that remains open indefinitely. Brussels has chosen to protect capital investment over some day-to-day development costs; whether that produces more durable activity than supporting skills, recruitment and advice is a policy judgement rather than a settled fact.
For now, affected businesses should retain their MonBEE submission receipt, correspondence, quotations and proof of the date on which any commitment was made. Applicants who filed by 11 August can monitor their case through MonBEE or contact Bruxelles Économie et Emploi at Place Saint-Lazare/Sint-Lazarusplein 2, 1035 Brussels. Those who missed the deadline should not submit expenditure on the assumption that a grant will be restored retroactively; they can instead ask hub.brussels or a local economy desk about an open regional, communal, federal or EU-backed alternative.
The decisive unknown is what happens on 1 January 2027. The ministerial order explicitly says the 2026 closure does not determine the following year’s regime, while the regional administration has not yet published a confirmed replacement timetable or budget for these particular grants. Entrepreneurs planning recruitment, consultancy or training should therefore build a grant-free base case, watch the French and Dutch regional portals, and treat any renewed subsidy as confirmed only once its legal conditions and application window are published.
