L’Echo’s morning podcast said 105,013 individuals and legal entities consulted their PCC data in the first six months of 2026. The figure is reporting-based rather than a statistical release presently visible on the National Bank’s public PCC pages, but the underlying right of access and the register’s contents are confirmed by both the National Bank and the federal finance administration.
What appears in the register?
According to the SPF Finances, the PCC is a structured database covering Belgian bank and payment accounts, their authorised representatives and balances; certain financial contracts and aggregated amounts; and specified cash transactions. It also contains foreign accounts declared by Belgian tax residents. Financial institutions operating in Belgium transmit the relevant Belgian account and contract information electronically.
The register therefore offers a consolidated view, but it is not a live banking screen. The National Bank warns that newly reported information may take several days to appear. Data can remain in the PCC for ten years after the closure of an account or expiry of a contract, so an old account is not necessarily an error merely because it is no longer active.
That distinction matters particularly for internationally mobile residents. A person who is resident for Belgian income-tax purposes and held a foreign account at any point during the relevant period generally has to declare its existence both to the PCC and in the annual Belgian tax return. The SPF Finances says this can also cover foreign accounts held by a spouse or by children whose income is combined with that of their parents. Nationality is not the deciding factor; Belgian tax residence and the applicable declaration rules are.
Registration at a commune or gemeente can be evidence of residence, but it does not by itself settle every tax-residence question. New arrivals, cross-border workers and people who split their time between countries should check their position with the SPF Finances or a qualified adviser rather than assume that municipal registration alone answers it.
How to check your file
1. Go to the National Bank’s official PCC/CAP page and choose “Consult my data” or its Dutch equivalent, “Mijn gegevens raadplegen”. The service is available in French and Dutch, with core information also provided in English.
2. Authenticate through itsme or with your Belgian electronic identity card and a card reader. This is a National Bank application, not a request submitted through MyMinfin or your commune/gemeente.
3. Download or review the statement. Compare account numbers, holders or representatives, balances, contract details and closure information with your own banking records. Allow for the reporting delay identified by the National Bank.
4. If a Belgian account or contract entry is wrong, contact the financial institution that transmitted it. The National Bank says requests for correction or deletion of inaccurate data must be directed to that bank, payment institution or insurer. For a foreign account that you declared yourself, use the PCC’s foreign-account correction procedure.
People unable to authenticate digitally can send a dated and signed request to the PCC at the National Bank, Boulevard de Berlaimont 14, 1000 , with the identification documents specified on its website. A representative needs an explicit mandate. In an estate, heirs normally need to work through a notary; the National Bank says the notary is the authorised party able to request the deceased person’s PCC information for a succession declaration.
A separate written request can reveal which authorised institutions consulted your PCC data during the previous six months, subject to limited exemptions under Article 23 of the EU General Data Protection Regulation. That access log may be useful to someone who wants to understand not just what is stored, but who has looked.
Why the register attracts scrutiny
The PCC began as an instrument for locating financial relationships efficiently during tax, debt-recovery and criminal-finance procedures. Its scope later widened: periodic balances and aggregated figures for certain contracts were added from 2022. The SPF Finances says access remains restricted to people and institutions specifically empowered by law, acting for public-interest purposes. Depending on the legal basis, these include certain tax officials, notaries handling succession declarations, the financial-intelligence unit and other designated authorities.
The policy argument is that fragmented account information can allow tax fraud, money laundering or unpaid public debts to escape detection. A central register gives authorised services a faster way to identify relevant institutions without sending enquiries across the entire financial sector.
Privacy specialists focus on proportionality. In its May 2025 opinion on proposed fiscal changes, Belgium’s Data Protection Authority examined questions of purpose limitation, data minimisation, profiling, data mining and pseudonymisation in connection with PCC information. Pseudonymised information is still personal data when it can be linked back to an identifiable person under controlled conditions; it is not the same as irreversibly anonymous data.
