What do we know about RESA’s emergency power cut in Neupré?

RESA announced a two-hour electricity interruption in Neupré, in Belgium’s Liège province, for Wednesday 26 August after urgent work became necessary on the local distribution network. La Dernière Heure reported that the unplanned intervention was scheduled from 08:30 until 10:30 and concerned several streets. The available public reporting does not establish how many properties lost power or independently confirm the precise restoration time.

For residents, businesses and public services in the affected part of this Walloon municipality, the immediate issue was practical rather than national: appliances, internet connections, payment terminals, alarms and electrically powered medical equipment could be unavailable during the work. RESA’s description of the interruption as “non-programmed” indicated that it had not formed part of the operator’s normal advance maintenance calendar, even though a defined intervention window could still be communicated once the need for urgent work was identified.

RESA is not an electricity supplier but the distribution-system operator responsible for carrying power through local cables and substations to users in Neupré. The Walloon government formally designated the company to manage Neupré’s electricity network, alongside those of numerous other Liège municipalities, from February 2023 until February 2043. RESA describes itself as the principal electricity and gas network operator in Liège province, with more than 14,000 kilometres of electricity infrastructure documented in its corporate reporting.

That division of responsibility matters when a neighbourhood loses power. A household buys energy from a commercial supplier, but a fault or safety intervention on the local network falls to the distribution operator. Neupré’s municipal administration, led by Mayor Virginie Defrang-Firket, can relay local information and coordinate around roads or public facilities, but it does not operate the electricity cables. No specific public response from the mayor or municipal college to this interruption was located in the sources reviewed.

The incident also sits within Wallonia’s regulated system for measuring network reliability. The regional energy regulator, CWaPE, requires distribution operators to report planned and unplanned interruptions using standardised quality indicators. Its methodology for the 2025–2029 tariff period sets a 35-minute objective for the annual average interruption time attributable to RESA itself. That network-wide benchmark cannot be used to judge one urgent, local intervention, but it shows why the duration and cause of interruptions are recorded rather than treated as incidental operational details.

There are two legitimate perspectives on such work. RESA’s operational case is that a controlled interruption can give technicians a safe window to repair or secure equipment before a defect causes a longer or less predictable failure. For affected users, however, even a short cut announced at limited notice can disrupt homeworking, refrigerated stock, electronic payments or care arrangements. The public information available does not say what defect prompted the work, how many customers were connected to the isolated section or whether vulnerable users received additional assistance.

The event has no meaningful EU or international dimension. Electricity-market rules have European foundations, but the decision at issue was a local network-management measure governed and monitored in Wallonia. Presenting it as an international energy-security event would confuse an urgent neighbourhood repair with load-shedding, a national supply shortage or a cross-border grid problem; none of those wider conditions was reported here.

Because the announced window has passed, the outstanding questions are retrospective: whether supply returned by 10:30, which streets and facilities were actually interrupted, and what technical problem required urgent action. Residents who experienced damage or an interruption outside the announced period should retain the notice and relevant evidence and contact RESA through its official channels. Any broader assessment should await confirmation from the operator rather than infer a continuing outage from the original warning.
