Low water harms a river twice. It reduces the available habitat and allows the remaining water to warm more quickly, lowering the amount of dissolved oxygen on which fish and many invertebrates depend. It also leaves less water to dilute nutrients, sewage discharges and other contaminants. Under those conditions, bacteria and cyanobacteria can become a more serious health concern, although they are not interchangeable. Escherichia coli generally indicates faecal contamination, whereas cyanobacteria are photosynthetic organisms whose blooms can, in some cases, release toxins.
Wallonia’s 20 August bulletin illustrates both risks without attributing them all to Picardy Wallonia. It maintained a bathing ban on the Semois at Herbeumont because of elevated E. coli and bans at three lakes because of cyanobacteria. The administration advised people to avoid suspiciously coloured or foaming water, keep pets away and never drink it, even after boiling. Those warnings establish the regional mechanism and the public-health precautions, but laboratory results would be needed before assigning a particular bacterium or source to an individual watercourse around Tournai, Ath or Mouscron.
Fish are already receiving exceptional protection. A ministerial order signed on 18 July temporarily prohibited fishing throughout Wallonia’s fast-flowing and mixed-water zones. The order says the combination of scarce rain, high temperatures and exceptionally low water levels stresses fish and concentrates them in deeper pools, where additional disturbance can reduce their chances of survival. The Escaut-Lys fishing federation supported a closure during the official consultation. The ban remained in force on 20 August, although fishing was still allowed in major rivers, canals and authorised lakes.
The consequences extend beyond ecology. IPALLE, the intermunicipal company responsible for water and waste services in Picardy Wallonia, has previously identified the region’s slow-flowing rivers and weak natural re-oxygenation as structural disadvantages. For water operators, lower flows can complicate treatment and require closer monitoring; for farms, scarce water raises the conflict between irrigation needs and protection of rivers; and for leisure businesses, restrictions on fishing, boating or bathing can remove income during the summer season. Wallonia introduced navigation constraints from 1 July, including grouping commercial vessels at locks, while separate restrictions affected kayaks, micro-hydropower and river abstraction.
Households are not facing a region-wide interruption to drinking-water supply. The Walloon administration said distributors continued to secure service, but described the position as fragile because recent rain had not meaningfully recharged abstraction points. This is the practical dividing line for residents: tap water supplied by a regulated network remains subject to treatment and monitoring, while contact with untreated river water can carry a different risk. Responsible use—especially avoiding unnecessary outdoor consumption—can reduce peak demand, but it cannot replace investment in resilient networks, storage and cleaner catchments.
Agriculture brings the economic trade-off into sharper focus. A Walloon recovery-plan project is studying water management across 15 municipalities in Picardy Wallonia, examining both drought and flooding and considering local retention areas that could slow runoff during heavy rain and make water available during dry periods. Farmers need sufficient water to protect crops and livestock, while river managers must preserve minimum flows and ecological quality. Treating those interests as mutually exclusive would miss the central problem: the region must retain more winter rainfall and reduce pollution before summer scarcity forces emergency rationing.
This episode also reveals a longer-term vulnerability. Wallonia’s biological monitoring assesses diatoms, aquatic plants, macro-invertebrates and fish, recognising that river health cannot be captured by a single bacterial sample. The regional drought strategy contains 76 measures, including clearer priorities among water users, tighter oversight of abstractions and stronger connections between major drinking-water infrastructure. Such measures reflect a shift from treating drought as an occasional weather event to managing it as a recurrent economic and ecological risk.
The immediate outlook depends on sustained rainfall rather than isolated showers. CORTEX and the water operators will continue tracking river flows, groundwater, drinking-water production and bathing quality. In Picardy Wallonia, the key unanswered questions are which waterways produced problematic bacterial results, what organisms and concentrations were found, whether pollution sources can be identified, and how much aquatic mortality has occurred. Until monitoring supplies those answers, residents and businesses should follow local notices, avoid visibly abnormal water and assume that a brief rise in river level does not mean the drought—or its costs—has ended.
