Has Belgium detected its first case of a new Shamonda-like cattle virus?

For now, however, the result remains a suspicion rather than a confirmed outbreak, and neither the virus’s precise identity nor the route by which the animal may have become infected has been established.

That distinction matters. A preliminary laboratory signal can indicate that genetic material resembles a known group of viruses without proving exactly which virus is present. Further molecular analysis, potentially including genome sequencing, is needed to distinguish the new agent from Schmallenberg virus and other closely related members of the Simbu serogroup. The location of the West Flemish holding has not been publicly specified, limiting any assessment of local exposure or links to cattle movements.

The Belgian investigation follows the Friedrich-Loeffler-Institut’s examination of four cattle samples from Baden-Württemberg in southern Germany. Germany’s federal animal-health institute concluded in early August that they contained a previously uncharacterised orthobunyavirus from the Simbu serogroup. Its three genome segments appeared most closely related to Shamonda virus, leading researchers to use the provisional description “Shamonda-like”. That is a scientific label, not yet a settled disease name.

Viruses in this group primarily affect ruminants and are generally spread by Culicoides biting midges, the tiny insects also involved in transmitting bluetongue and Schmallenberg virus. According to the Friedrich-Loeffler-Institut, infections with Simbu-group viruses commonly cause only a short period of virus in the blood and mild or moderate symptoms in adult animals. The more serious concern is infection during a vulnerable stage of pregnancy: related viruses can cause abortion, stillbirth or congenital malformations in calves, lambs and kids.

There is presently no evidence that the suspected West Flemish case poses a threat to consumers or the wider public. The World Organisation for Animal Health says Schmallenberg virus, the best-known European member of the same broader group, affects domestic and wild ruminants. German and Belgian official information on Schmallenberg disease says the related viruses are not regarded as zoonotic pathogens. Because the agent now under investigation is not yet fully characterised, that reassuring comparison should not be mistaken for a completed risk assessment of the new virus itself.

Belgium has encountered this sort of veterinary uncertainty before. Schmallenberg virus was identified in Germany in 2011 and spread rapidly through north-western Europe. The Federal Agency for the Safety of the Food Chain, or FASFC, says it was subsequently demonstrated on hundreds of Belgian sheep and cattle farms. A Belgian study published in 2012, based on 519 cow-and-calf pairs, found antibodies in about 91 per cent of sampled adult cattle within the study area, illustrating how efficiently a midge-borne virus can circulate before its full impact becomes visible.

The institutional response crosses Belgium’s federal and regional layers, but the responsibilities are not interchangeable. Animal health, disease surveillance and food-chain safety are primarily federal competences, exercised through the FASFC, the Federal Public Service for Public Health and the national scientific reference capacity at Sciensano. Political responsibility at federal level lies with David Clarinval, Deputy Prime Minister and Minister of Employment, Economy and Agriculture in Prime Minister Bart De Wever’s coalition government. Flanders is responsible for regional agricultural policy and animal welfare and can support farmers or adapt sectoral measures, but it does not independently confirm a federal animal-disease outbreak.

At European level, confirmed findings can become relevant to surveillance, laboratory coordination and trade in live animals. Not every newly detected virus automatically triggers the strict eradication rules used for an EU-listed category-A disease such as lumpy skin disease. The regulatory response will therefore depend on what the Belgian sample contains, whether the agent is already circulating and whether European authorities classify it as requiring coordinated control.

Two frames should be kept in balance. Veterinary laboratories and livestock organisations have good reason to favour early reporting: Belgium’s experience with bluetongue, epizootic haemorrhagic disease and Schmallenberg virus shows that vector-borne infections can cross borders and expand quickly during the midge season. Farmers, particularly those with pregnant cattle, need timely information to recognise reproductive problems and preserve samples for testing.

The counterweight comes from the federal food-safety and German scientific risk frame: detection in one animal does not establish widespread circulation, and related Simbu viruses usually produce limited illness in adult cattle. Prematurely describing the West Flemish finding as an outbreak could create unnecessary alarm, affect farm reputations and confuse Shamonda-like virus with the already familiar Schmallenberg virus.

The immediate next step is laboratory confirmation and genetic comparison with the German samples. Authorities will then need to establish the animal’s movement history, test epidemiologically linked cattle where justified and determine whether biting midges could have transmitted the virus locally. Until those results are available, Belgium has a credible animal-health signal requiring vigilance—not a confirmed national outbreak.
