Verviers has formally brought 109 city-centre businesses into a Local Prevention Partnership for Independents, known in French as a PLP-I, linking traders with the Vesdre police zone and municipal authorities through a structured, two-way information network. Launched on Friday, 4 September, the scheme gives shopkeepers a route for reporting non-urgent warning signs while allowing police to distribute targeted alerts and prevention advice.

For people who work, shop or live in central Verviers, the immediate issue is whether better information can prevent another burglary or act of vandalism without turning traders into substitute police officers. The city has roughly 300 central businesses, according to regional broadcaster Vedia, so the initial membership covers more than a third of them. Participation remains voluntary, and emergencies must still be reported directly through the 101 police number.

The distinction matters. Headlines describing shopkeepers as the police's “eyes” capture the scheme's appeal, but not its limits. Vesdre police say members may communicate observations such as apparent reconnaissance, suspicious conduct or possible counterfeit notes to a civilian coordinator. That information reaches other members and the designated police officer, who can assess it alongside other evidence. Police may also send relevant warnings back through the network.

Mayor Maxime Degey said information about what happened, where and when is fundamental to police work. With 109 traders participating, he told Vedia, numerous observations can reach the police, be filtered and help officers operate more effectively. The partnership therefore seeks to organise contacts that already existed rather than create a new enforcement body.

Its launch follows a more acute warning earlier this year. Vedia reported that several central businesses were targeted by theft and damage during the night of 10 to 11 February. Vesdre police activated a task force, increased patrols and asked traders to preserve useful surveillance footage. The force said at the time that it had already been working with businesses for several weeks on a prevention partnership.

The human case for the network is expressed by restaurateur Chloé Corman, who told Vedia that her premises had been burgled four times. She believes a partnership might have enabled neighbouring traders to notice something and help investigators connect related incidents. Her view reflects the practical knowledge on which such networks rely: people present in the same streets every day may recognise when a vehicle, transaction or pattern of behaviour is unusual.

Belgium's federal framework nevertheless draws a firm line between observation and policing. The Interior Ministry's BeSafe service defines a PLP-I as cooperation among independent businesses, local police and administrative authorities. It requires an agreed charter and communication plan, and the network must receive federal recognition. Official police guidance also says members cannot organise patrols or surveillance operations, which remain police responsibilities. Reports should be factual rather than speculative, and participants remain bound by privacy, anti-discrimination and private-militia rules.

That safeguard provides the necessary counterweight to the enthusiasm surrounding the launch. City leaders and participating traders see faster reporting as a way to deter crime and rebuild confidence. The federal rules approach the same model more cautiously: information must be filtered by police, membership confers no special policing powers, and unfamiliar people or ordinary behaviour must not become grounds for unchecked suspicion.

The initiative also sits inside Verviers' wider struggle to revive its centre. The city's 2024–2030 policy declaration treats local commerce as central to urban attractiveness and promises action on vacant premises and business support. Its strategic programme separately records repeated vandalism among the problems affecting the former C&A building. Security is therefore one part of a broader test involving vacancy, investment and confidence in public space—not a complete answer to commercial decline.

Vesdre police say other commercial centres in the zone, which covers Verviers, Dison and Pepinster, could eventually receive similar partnerships. The first questions are more immediate: whether membership grows beyond 109 businesses, whether useful reports lead to measurable prevention or investigations, and whether organisers publish an evaluation. No crime-reduction target, performance timetable or evidence of results has yet been announced.
