VRT released the four-part documentary Drugsdelta on 1 September 2026, sending Dutch journalist Sinan Can through the Belgian-Dutch port region while former VRT correspondent Rudi Vranckx follows cocaine routes in Latin America and Asia. The immediate practical lesson for people living around Antwerpen is less dramatic than the series’ central question but more useful: treat recruitment messages, threats and suspicious port-related activity seriously, preserve the evidence and contact the police rather than confronting anyone yourself.

The series presents Antwerpen and Rotterdam not as separate destinations but as parts of one logistics system serving the wider European cocaine market. VRT MAX says its first episode investigates the recruitment of port workers and young people from urban neighbourhoods, while later episodes examine international production, corruption and money laundering. That cross-border framing is supported by enforcement evidence. Belgian and Dutch customs authorities have previously described the two ports as neighbouring gateways whose intelligence and security measures affect one another.

The phrase “narco-state” needs careful handling. In its strict sense, it describes a state whose governing institutions have been captured or fundamentally controlled by the illegal drugs economy. Neither Belgium nor the Netherlands fits that established description: courts continue to convict traffickers, police conduct investigations and public authorities openly publish enforcement failures as well as successes. The more defensible concern is “undermining” — known in Dutch as ondermijning — in which criminal money, intimidation and corruption penetrate legitimate businesses, public services or professional networks.

That threat is not abstract. Belgium’s Federal Police reported that the Antwerp shipping police made a record 207 drug-related arrests in the port area during 2025, including 191 suspected uithalers, the Dutch term for people sent to retrieve drugs from containers. Forty-one of those arrested were minors, according to the police’s annual figures. The Antwerp Federal Judicial Police also opened 160 new investigations into maritime cocaine trafficking that year. Arrests are not convictions, but the scale and the age profile show why authorities are worried about recruitment beyond established criminal circles.

VRT NWS previously reported that recruiters approach young people through private chats and social-media platforms, sometimes offering money or consumer goods for hazardous work. Europol’s guidance similarly warns that criminal networks use encrypted messaging, coded language and game-like tasks to distance senior organisers from expendable young recruits. This does not mean that ordinary use of Telegram, Snapchat or gaming platforms is suspicious. A more meaningful combination of warning signs would be unexplained cash or expensive items, secretive new contacts, requests to transport a bag or lend an identity document, and sudden journeys to industrial or port areas.

What residents should do

If there is an immediate threat, violence or a crime in progress, call 101 for urgent Belgian police assistance or 112, the European emergency number. In Antwerpen, non-urgent information can go to Politiezone Antwerpen’s 24-hour Blauwe Lijn on 0800 123 12 or through the force’s e-loket. Repeated dealing or nuisance in a neighbourhood can also be reported through that e-loket. Suspected drug laboratories, cannabis plantations or dumped chemical waste in Antwerp province can be reported anonymously through drugsplantageontdekt.be; do not touch containers or investigate chemical smells yourself.

Parents who find a recruitment message should take screenshots, retain usernames, dates and payment instructions, and avoid continuing the conversation in an attempt to identify the recruiter. Europol recommends a calm conversation with the young person, emphasising that a seemingly small job can create lasting dependence on a criminal group. Families needing confidential information about substance use can contact De Druglijn. Its principal public service is in Dutch, while police emergency assistance is available regardless of the caller’s language; residents who are more comfortable in French can ask their local police zone or commune for the appropriate francophone service. In Flanders, the everyday municipal term is gemeente; in French-speaking administration it is commune.

What the figures do — and do not — prove

Seizure totals measure what customs finds, not the full volume entering Europe. Belgium’s Federal Public Service Finance reported 82 cocaine seizures in Antwerpen during the first half of 2025, up from 62 in the same period of 2024, while the seized weight fell from 22,276 kilograms to 16,713 kilograms. Customs interpreted that combination as evidence of more frequent, smaller consignments. In Rotterdam, the Dutch Public Prosecution Service reported that cocaine seizures fell to 11,466 kilograms in 2025, less than half the 2024 quantity, but cautioned against complacency after almost 8,000 kilograms was seized in January 2026 alone.

Those movements may reflect deterrence, adaptation or displacement to ports such as Vlissingen, Ghent, Hamburg and Le Havre. They cannot by themselves demonstrate that trafficking has grown or shrunk. This is the wider lesson of Drugsdelta: Europe’s legal logistics infrastructure is immensely efficient, and criminal networks exploit the same speed, international connections and specialist labour that make its ports economically valuable.

The institutional response is also becoming more regional. Belgium’s ports launched the Port 2 Port Security Platform with the National Drugs Commission in November 2025, bringing maritime and inland ports together on access controls, screening and information exchange. Europol’s cross-border work targets youth recruitment and violence-for-hire, while Belgian police and prosecutors say their Stroomplan 2.0 approach is intended to connect enforcement, customs, inspections and financial investigations.

The narco-state question therefore works best as a warning, not a diagnosis. The real test is whether Belgium and the Netherlands can protect port workers and young people, detect illicit wealth, prosecute corruption and maintain confidence in courts and policing. Residents should watch for the less cinematic evidence: whether youth recruitment declines, whether financial investigations recover criminal assets, whether security merely pushes shipments elsewhere and whether public institutions receive enough staff to follow complex cases. Those indicators will say more about state resilience than any single drug seizure or television label.
