Belgian customs officers are therefore performing a European border function, while Belgian residents and businesses share the consequences when unsafe goods, counterfeits or deliberately undervalued imports slip through.

says customs processed 1.3 billion e-commerce declarations at Liège in 2025, not necessarily 1.3 billion separate parcels. That averaged 3.6 million declarations a day and rose to 4.7 million a day in January 2026. Only 0.006% were physically or administratively checked, equivalent to 216 cases per day, according to the same official figures. Thirty per cent of the selected business-to-consumer declarations were found to be in breach of the rules. That is a result from risk-targeted checks, however, and must not be presented as evidence that 30% of every item passing through Liège is illegal.

The findings nevertheless expose real consumer and fiscal risks. Belgian customs recorded 25,840 counterfeit findings in 2025, 64% more than in 2024, alongside 1,963 product-safety findings and 1,919 undervaluation cases. Customs administrator-general Kristian Vanderwaeren has stressed that the service has added officers and scanning capacity because each detected offence also generates investigative and administrative work. A mobile scanner unveiled at the airport can examine trailers or aircraft loading units without staff opening every parcel, helping officers target suspected drugs, weapons, medicines, counterfeits and goods inconsistent with their declarations.

The European Commission frames the issue primarily as consumer protection and fair competition. It reported that 4.6 billion consignments worth no more than €150 entered the EU in 2024, twice the previous year’s number, and said many failed to comply with EU law. Following a visit to Liège Airport and Belgium’s Sciensano institute, European Commissioner Michael McGrath emphasised closer coordination between customs and national market-surveillance authorities. The 4,671 alerts recorded by the EU’s Safety Gate system in 2025, a record, included cosmetics containing prohibited chemicals.

Liège Airport and its logistics businesses see another side. The airport presents rapid cross-border handling as a strategic activity supporting Wallonia’s freight economy, and its July figures show total cargo tonnage still grew by 4% year on year despite the e-commerce retreat. Its model also carries pharmaceuticals, flowers and data-centre equipment. The warning from operators is implicit in those figures: rules designed to deter abusive low-value trade can also displace legitimate shipments to other European gateways.

The €3 measure, approved by the Council of the EU and applied since 1 July, is charged per tariff category contained in eligible consignments below €150 rather than simply once per parcel. It is intended as a bridge until normal tariffs and the planned EU Customs Data Hub take over, currently expected in 2028. It is separate from a handling fee discussed under the wider customs reform.
