Belgian satellite manufacturer Aerospacelab secured one of the largest industrial contracts in the ’s IRIS² programme after the and the SpaceRISE consortium signed an implementation agreement in Brussels on 6 August. Announced by Belgium’s federal science-policy office Belspo on 7 August, the award gives the Walloon company a role in the satellites’ onboard communications system and ties its new factory directly to Europe’s effort to build secure communications infrastructure under European control. The contract’s value, Aerospacelab’s precise production share and the number of satellites it will supply have not been disclosed.
That missing detail matters, but the confirmed award is still a substantial industrial breakthrough. Belspo described it as the first contract of this scale entrusted to a Belgian space company. Aerospacelab was founded in Wallonia in 2018 and already operates a production site around Louvain-la-Neuve. Its new plant between Marcinelle and Mont-sur-Marchienne is designed to manufacture as many as 500 satellites annually once fully operational, according to the company. For Charleroi, a city more often associated with heavy-industry restructuring, IRIS² offers qualified engineering and manufacturing activity embedded in a strategic European supply chain.
IRIS² — Infrastructure for Resilience, Interconnectivity and Security by Satellite — is intended to provide protected, continuous links for EU governments, defence and security services, emergency responders and critical infrastructure, alongside commercial connectivity. The European Space Agency says the core system will comprise 330 satellites in low Earth orbit and 18 in medium Earth orbit. Belspo additionally counts 20 planned very-low-orbit spacecraft, producing its figure of roughly 368 satellites; those are better understood as an additional layer rather than part of the confirmed 348-satellite core architecture.
The programme is led institutionally by the European Commission, with ESA overseeing technical development, qualification and in-orbit validation. The operating consortium, SpaceRISE, brings together Luxembourg-based SES, France’s Eutelsat and Spain’s Hispasat. Airbus Defence and Space, Thales Alenia Space, OHB and Aerospacelab form part of the wider manufacturing team. The revised design adds 66 low-orbit satellites and, according to ESA and SES, raises secure governmental communications capacity by 60% inside the EU and 54% globally. First launches are now targeted for 2029, with services introduced progressively thereafter.
Two readings of the project sit alongside each other. Belgium’s federal science minister Vanessa Matz presents Aerospacelab’s selection chiefly as proof of industrial maturity and European strategic autonomy, calling IRIS² a “large-scale, secure and autonomous” network. EU Defence and Space Commissioner Andrius Kubilius places the emphasis on crisis resilience, defence and reducing dependence on infrastructure outside European control. SpaceRISE operator SES, however, also frames IRIS² as a disciplined public-private investment: its chief executive Adel Al-Saleh has stressed both sovereign capability and the need to preserve returns and investment-grade finances. The network is therefore not simply a European answer to privately operated constellations such as Starlink; it must reconcile public-security requirements with commercially sustainable operation.
The Belgian award also should not be read as Aerospacelab displacing Europe’s established aerospace groups altogether. Official EU and ESA material continues to list Airbus, Thales Alenia Space and OHB alongside the Walloon newcomer. The detailed division of work remains largely confidential, making claims about winners, losers or final Belgian employment premature.
Public support helped Aerospacelab reach this point. The Walloon government approved a €10 million recoverable advance for its TELECOM technology programme in December 2025, saying telecommunications payloads would be designed and produced in Wallonia. The company previously said its Charleroi factory would open in 2026 and eventually reach a capacity of 500 satellites a year. Federal science policy director Frank Monteny characterised the IRIS² award as a concrete economic return on Belgium’s long-term investment in European space programmes.
