For people on the Belgian coast, this is more than an administrative change. Fish trader and former fisher Danny Huyghebaert told Het Nieuwsblad that one Belgian-flagged vessel owned by a Spanish company currently sends sole, turbot and brill to Nieuwpoort while selling monkfish and megrim in Spain, where those species command higher prices. If its owner chooses the Spanish market for the entire catch, Nieuwpoort could lose not only fish but also unloading, sales and logistics work.

The agreement treats any combination of Belgian and non-Belgian sales from the same voyage as a prohibited split catch. Its stated purpose is traceability: keeping a voyage’s products within one national auction channel makes their commercial path easier to follow. The publicly available reporting does not establish that EU law itself requires this all-Belgian-or-all-foreign choice, however. It is a contractual rule adopted by the auction partners against a wider European drive for more detailed catch records.

says several new control provisions began applying in January 2026. Those rules explain the pressure for cleaner data, but they should not be confused with the specific restriction approved in Nieuwpoort.

Mayor Kris Vandecasteele of CD&V defended the agreement, saying it does not target Nieuwpoort’s fishers and that protective measures are included. He told Het Nieuwsblad that only one Spanish-owned Belgian vessel at the local auction would have to alter its present practice and that discussions had already taken place with the operator.

Dimitri Dedecker, a councillor for the local Gezond Verstand opposition group, takes a markedly different view. His party voted against the agreement, arguing that Nieuwpoort depends disproportionately on split catches and should first quantify the economic damage. Dedecker said that if such trade represents roughly half of the market’s annual turnover of €1.6 million to €1.8 million, the loss could make continued operation untenable. Pro Nieuwpoort abstained and likewise requested an impact study.

The vulnerability is credible even if the precise exposure remains unverified. Flanders’ Agriculture and Fisheries Agency recorded only 247 tonnes landed in Nieuwpoort in 2025, against 5,458 tonnes in Ostend and 6,527 tonnes in Zeebrugge. Nieuwpoort’s volume nevertheless rose by more than 39% that year. The city’s own 2026–2031 plan describes the municipally operated market as a high-quality niche linking fishers, buyers and processors, and provides for modernisation of its infrastructure.

The international trade-off faced by vessel owners is real. Of the Belgian fleet’s 15,168 tonnes landed in 2025, 2,937 tonnes went through foreign ports, principally in the Netherlands and also in Denmark and Spain, according to the Flemish agency. Different species can attract different buyers and prices in each market, which is why splitting a voyage may make commercial sense even when the vessel sails under the Belgian flag.

What happens next depends chiefly on those owners. It is not yet known how much of Nieuwpoort’s turnover comes from mixed Belgian-foreign sales, whether the affected Spanish-owned operator will retain the Belgian portion of its business, or whether the agreement can be amended after an economic review. The first meaningful test will be the pattern of landings once the clause is applied; until then, claims that it will either safeguard the system or deliver a fatal blow remain competing forecasts rather than confirmed outcomes.
