For people in Brussels, the important part was not simply the arrival of three established international DJs. The event placed local artists and a locally founded promoter inside the same programme, at a waterside industrial site in Neder-Over-Heembeek rather than in the European Quarter or the historic centre. That distinction matters: this was Brussels as a working, culturally inventive city, not Brussels acting as shorthand for the European Union. No EU institution had an identified role in the production.

BRUZZ reported before the event that organisers expected 5,000 people and described it as Balagan World’s second Brussels open-air after a 2025 edition at Silo. The outlet identified Brussels friends Johan Kirszner and Alon Zur as the founders. Zur framed the new production as “a next step” on a larger scale in the heart of the port—a Belgian cultural-business perspective that is more specific than the promotional language used by international festival publications, which chiefly presented the booking as another major European dance date.

Musically, the bill connected different branches and generations of house. French DJ and producer Folamour is associated with a warm mixture of house, disco and funk; Detroit-born Seth Troxler represents a transatlantic club tradition shaped by underground house and techno; and Chicago’s Jamie 3:26 carries the lineage of the city where house developed during the 1980s. Brussels-based TOOLATE Groove and Balagan resident Rozental supplied the local component. The official timetable gave Rozental and TOOLATE Groove the opening three hours before Troxler, Jamie 3:26 and Folamour took over in succession.

That sequencing offered more than token Belgian representation. It allowed emerging or locally rooted performers to establish the musical direction before the internationally marketable names appeared. Balagan World describes itself as a Brussels-rooted, roaming collective that stages events from Belgium to the Mediterranean. Its model reflects a broader European nightlife economy in which promoters build an identity in one city, circulate artists and audiences internationally, and then reinvest that visibility in larger events at home.

The setting adds another layer. The Port of Brussels presents the canal area as part of the capital’s nightlife geography and points to other electronic-music projects that have used port locations. Public authorities, however, approach the same spaces through access, safety and neighbourhood management. In May, the Brussels City Council agenda included a police regulation governing private security on public roads during Balagan World Open Air

The two positions are not inherently contradictory. Organisers need unusual sites and room to grow; the City of Brussels, led at municipal level by Mayor Philippe Close, has responsibility for safety and the shared use of public space. Yet the balance becomes more consequential as independent events scale up. A 5,000-capacity production can strengthen Brussels’ international cultural profile and create work for performers, technicians, security providers and hospitality staff, while also increasing demands on transport, policing and nearby districts.

The confirmed record currently establishes the programme, location, timetable and municipal preparations, but not the final turnout or whether every advertised artist performed as planned. The next useful evidence would be an organiser’s attendance statement, a municipal or police assessment and accounts from participants or residents. Those details will determine whether the Heembeek event was merely Balagan World’s biggest booking so far or proof that a Brussels-born collective can establish a durable place on the international house circuit.
